The MSDN article Working with Numbered Lists in Open XML WordprocessingML details exactly how numbering works. Certainly it is useful to understand that information if you need to, but if your processing needs of numbering are less complex, there is a module in Open-Xml-PowerTools named ListItemRetriever which can let you query any paragraph and retrieve its list item. Further, you can use the ListItemRetriever class to retrieve auxiliary information about any paragraph that has a list item. This screen-cast shows how.
